sudo systemctl edit mysql

In the file that opens add this text

[Service]
ExecStart=
ExecStart=/usr/sbin/mysqld --skip-grant-tables

Save and exit the file.  Reload systemd and the mysql service.

systemctl daemon-reload
systemctl restart mysql
