The solution which worked for me was to First install policykit-1 then run the core install

apt-get update
apt-get install policykit-1

# apt-get install policykit-1
Reading package lists... Done
Building dependency tree       
Reading state information... Done
The following extra packages will be installed:
  libpolkit-agent-1-0 libpolkit-backend-1-0
The following NEW packages will be installed:
  libpolkit-agent-1-0 libpolkit-backend-1-0 policykit-1

apt-get install xubuntu-core^
